You need paints and thinner. Because Mr. Color dries so fast it's probably best to get the "Mr. Color Levelling Thinner" - or else regular Mr. Color Thinner and mix in Mr. Retarder. This will slow the drying process enough to allow you to spray the paint without it forming little spider-silk trails...
I wouldn't recommend Mr. Color for hand-painting, personally - I just don't think it's a good paint for hand-painting. Though, I don't really do that much hand-painting honestly (just detail stuff mostly) so it's possible that it's not as bad as all that. The main thing is that if you take cured Mr. Color paint and go over it with a new coat, it'll soften up the stuff underneath. This isn't true of enamels or acrylics, and so the mechanical action of hand-painting (especially if the paint starts to dry up on the brush, getting sticky) can pull off lower layers.
